BiographyGeorge E.C. Hayes was born in 1894 in Richmond, Virginia. He graduated from Brown University and then earned his law degree from Howard University School of Law in 1918. He taught at Howard University School of Law starting in 1924 while he maintained a private practice in the District of Columbia. George E.C. Hayes, with Spottswood Robinson III, was the lead counsel on Bolling v. Sharpe, the companion case to Brown, but which originated in the District of Columbia. Unlike in Brown and the other cases consolidated with it, Bolling was decided under the Fifth Amendment Due Process clause rather than under the 14th Amendment Equal Protection clause. Hayes argued that denying Black students the liberty to attend non-segregated schools violated due process.
